Indicates what is the surface=* of this tactile_paving=*.

Especially useful when used in combination with tactile_paving=primitive to make it more useful and less ambiguous, i.e. when it is "primitive" is because it is not real tactile paving, but just noticeable specific different surface (e.g. tactile_paving:surface=sett), as opposed to other things like water drain inlet=grate, man_made=manhole, etc. which might be tagged as additional tags)

Note that some mappers also might use just surface=* on objects tagged with tactile_paving=* instead.
